NY Senate rejects former Mayor Edward Koch's redistricting reform plan

"Edward Koch, who spent the last election season traveling the state to build the case for government reform -- including a new system for drawing legislative district lines in an independent, nonpartisan way -- spoke flatly Tuesday morning. His voice was not dulled by age; indeed, its characteristic whine was seemingly uncured by his 86 years, but by a disappointing meeting with Senate Majority Leader Dean Skelos."
